I am currently using HP9050's and HP9000's for production printing
using Postscript Lvl 3 files. I'm unable to get the printers to
recognize a Postscript Jog command at all (Jog 0 and Jog 3 within a
single print file for offsetting the paper stack), and it's critical
for my application. The jogging works correctly on all of our Xerox
printers.

Anyone know of any way to do this on the HP printers, or any creative
workarounds?

It seems that most HP printers do not support this feature. See

It may be that setting the PJL variable JOBOFFSET to ON may
resolve the issue (if the printer supports that feature).

I think we have to consider two issues:
a) does the printer have a mechanical device for 'jogging' ?
b) do we have an option for jogging in the PPD ?

E.g. my toner printer OKI C9600 jogs each page mechanically,
but there is no control about in the PPD.
This jogging for each page might be useful for having the
pages not 'glued' to each other by electrostatic forces.

You didn't respond to b)

If the PPD has nothing on jogging you might try contacting the
manufacturer. There might be an undocumented way to do via
PostScript.

b) There is not a command for jogging within the PPD. HP hasn't be
able to come up with a Postscript workaround so far, even though they
support it with the PCL RIP.
